It eventually becomes a battery charger when you get swim charge fins. However, I think to be considered a vehicle it has to generate O2 and have a beacon, which it doesn’t. You showed the non-vehicle SeaGlide, which is the only one that doesn’t have a depth limit, so you use it throughout the entire game.
